Asset Management Advisor - Municipal Infrastructure

General responsibilities:

The person in this position plays a key role in the strategic support of UMQ members in terms of asset management. In particular, he or she participates in the development of support workshops aimed at guiding members in the implementation of integrated municipal asset management strategies. She ensures technological monitoring of available grant programs, new developments in asset management, issues related to municipal infrastructure, etc. She organizes and co-hosts discussion forums between municipalities and may be required to sit on various working committees relating to urban infrastructure.  

Specific responsibilities: 

  • Raise awareness and support municipalities on the different stages and tools available to develop an asset management plan;  
  • Identify the challenges encountered by municipalities in developing an asset management plan and offer targeted training to support them;  
  • Provide strategic guidance for the implementation of asset management plans, in collaboration with partners;  
  • Assess the needs of general management in terms of technical support;
  • Organize training and information sessions with experts;
  • Encourage participation and mobilize members around round tables and inter-municipal committees;
  • Propose, monitor and share performance indicators via dashboards intended for members, partners and government bodies;
  • Contribute to the development of program budget forecasts ;
  • Develop and consolidate the partner network ;
  • Assume any other responsibility assigned by his or her immediate superior.

Prerequisites:

  • University degree in engineering or any other relevant field;
  • Minimum of five (5) years of relevant experience;
  • Knowledge in creating asset management plans and project management;
  • Strong interest in the municipal, public and parapublic sectors;
  • Proficiency in Microsoft Office 365 suite software;
  • Comfortable with BI tools and other new technological trends related to the field of infrastructure;
  • A certification in asset management is considered an asset.
  • Excellent command of spoken and written French.
